Random Breath Tests

That this House congratulates the Home Secretary on his refusal to concede stronger powers to carry out random breath tests on motorists; notes that there is an urgent need to improve the overall standard of driving, and that the figures for drunken driving have decreased; and further notes that the vociferous campaign to pressurise the Home Secretary, which he wisely resisted, fails to take proper heed of the rights and liberties of the individual.
