leave out from 'police;' to end and add 'notes that the number of positive breath tests has declined in recent years; believes that present police powers are quite sufficient to detect drinkers who are driving whilst over the legal limit; believes that not only would random breath tests without cause be an unnecessary infringement of individual liberty but would also be a counter-productive use of police time and manpower in that police so employed at road blocks giving arbitrary breath tests would not be available to patrol and stop those whose behaviour does give cause to believe that they have committed an offence; and further believes that such a measure would lead to a rapid deterioration in public-police relations.'.
