That this House condemns the Government's total insensibility and lack of understanding of the needs of the physically and mentally disabled; notes that in publishing its proposals for new legislation on community care it failed to produce the Bill in braille and therefore made its proposals, which have profound implications for those with impaired vision or no vision at all, unavailable; and calls on the Government to produce all future legislation and official Government publication in braille.
