Leave out from 'House' to end, and add 'notes that Liberal Democrat groups claim to have initiated action to alter local council purchasing policy; notes that in the case of Stockton on Tees Borough Council it was a report from the Chief Public Health Officer which initiated change in the policy on chlorofluorocarbons in aerosols, that the council has not considered the use of tropical hardwoods, that a report from the Director of Works Services contained the recommendations on conversion to lead free petrol and that the Council have not considered mounting a public awareness campaign on this issue; notes, however, that the SLD groups did move a resolution on recycled paper, but considers that this modest gesture does not justify the tabling of motions which attempt to mislead the House; further notes that the SLD groups in Stockton on Tees are now claiming to have instigated and determined the Thornaby Bypass project when they signally failed to bring the project forward at any stage; and condemns the Social and Liberal Democrats at both local and national level for their total lack of integrity.'.
