Leave out from 'have' to end and add 'put to the Council a proposal to increase the funding for voluntary organisations from ú4.2 million in 1989-90 to ú4.6 million in 1990-91, an increase of 9.4 per cent, that this amount represents a boost in resources for organisations providing support services for under fives, the elderly and handicapped, as well as environmental groups, that before losing control of the Council the Labour Party cut ú100,000 out of its aid budget for the voluntary sector in February 1988, that new funding has now been extended to virtually all bodies applying for help on ceasing to be eligible for central government support, that the Conservative Group provided additional funds after giving the most careful attention to representations received in response to its initial recommendations, that decisions have been announced three months earlier than in previous years to enable voluntary bodies to plan ahead; and congratulates Councillor Eric Pickles and his colleagues on their sensitive response to applications for a substantial increase in public funds for the voluntary sector.'.
