Oau Declaration

That this House fully endorses the Declaration of the Organisation of African Unity on the Question of South Africa adopted in Harare on 21st August which, with a view to ending apartheid, sets out: (a) the pre-conditions necessary to create a climate for negotiations in South Africa, namely that the authorities should: (1) release all political prisoners and detainees unconditionally and refrain from imposing any restrictions on them, (2) lift all bans and restrictions on all proscribed and restricted organisations and persons, (3) remove all troops from the townships, (4) end the state of emergency and repeal all legislation, such as and including the Internal Security Act, designed to circumscribe political activity, and (5) cease all trials and executions, (b) guidelines for the process of negotiations in South Africa, and (c) the principles of a new constitutional order for a united non-racial and democratic South Africa; welcomes the endorsement of the OAU Declaration by the Non-Aligned Movement at its summit meeting in September; and calls upon Her Majesty's Government to support the adoption of the OAU Declaration by the Special Session of the United Nations General Assembly on apartheid and its destructive consequences in Southern Africa which takes place from 12th to 14th December.
