Leave out from 'House' to end and add, 'notes the comments of the honourable Member for Colne Valley at Prime Minister's Questions on 23rd October and unreservedly condemns the irresponsible and anti-democratic tactics of those Labour honourable Members and councillors who are refusing to make their contribution to the cost of local services; condemns them for sponging off the law-abiding population who are paying the community charge; and calls upon those Labour honourable Members and councillors who have not yet paid to obey the law and do so forthwith.'.
