Medical Negligence

EDM number 1401 in 1989-90, proposed by Lawrence Cunliffe on 16/10/1990.

That this House commends BBC2 for the production of the Raw Deal series of programmes on medical negligence; is concerned by the obvious shortcomings of the present system; and calls upon Her Majesty's Government to consider changes to it with the intention of introducing a compensation scheme which would encourage openness on the part of health authorities, hospitals and medical staff about errors in treatment, would provide speedy recompense for victims of medical accidents and could be monitored by a disciplinary body similar to the General Medical Council, but including more lay members, and not limited by the present rule whereby only serious professional misconduct can cause a doctor to lose his or her registration.
