That this House congratulates the Royal National Lifeboat Institution on the invaluable work that is undertaken through the bravery of lifeboat crews and the voluntary work of those who raise funds to support them; notes with great appreciation the work undertaken by lifeboatmen off the coast of Wales; notes with concern the worry that is being caused to the Royal National Lifeboat Institution and its supporters by reports that an additional tax burden of ú3 million could result from harmonisation of value-added tax regulations within the next two years; calls on the Government to continue zero-rating for lifeboats and lifeboat equipment; considers that voluntary and charitable organisations generally need to be protected from additional tax burdens; notes that charitable organisations need stability and certainty if their fund-raising is to be confident and effective; and calls on the Government to make and immediate announcement that if such organisations are subject to a financial penalty due to any such harmonisation, the Government will use the additional income generated to compensate them for any such losses.
