Self Determination For Nagorno Karabagh

EDM number 1344 in 1989-90, proposed by Martin Redmond on 24/07/1990.

That this house condemns the continuing blockade of Nagorno Karabagh which, although portrayed as a religious conflict, is about the right of nations to determine their own destinies against bureaucratic oppression; is concerned that the conflict is being provoked by both the old bureaucratic elites and the nationalist groups to further their own interests; is horrified at the economic position that has developed in both Azerbaijan and Armenia with one million homeless in Armenia and unemployment and inflation rocketing in both republics, as a result of the attempt to introduce market reforms; reaffirms, therefore, the right of the people of Nagorno Karabagh and of any republic or region of the USSR to self-determination; understands that this aim cannot be achieved as long as capitalists who stood by whilst Turkey committed genocide, or the bureaucratic elites of Moscow, Baku or Yerevan remain in power; applauds the report from both Baku and Yerevan that, in the early days of the sectarian disputes, workers' committees were launched to restore order to prevent such outrages; and therefore fully supports those forces attempting to struggle for self-determination, which can only be implemented by democratic workers' states able to win each other's confidence by fraternal discussion and co-operation.
