Members' Allowances

EDM number 1319 in 1989-90, proposed by Win Griffiths on 20/07/1990.

That this House considers that there should be two options for the payment of Right honourable and honourable Members' office and secretarial costs: (1) the existing scheme, which shall remain limited to a maximum reimbursement of ú24,903 per annum, as annually amended, or (2) (a) a Secretarial Allowance to enable each honourable Member to employ two full-time staff or part-time equivalent whose remuneration shall be at the rate of a Grade 1 Personal Secretary as employed by the House of Commons Commission, the scale point to be related to the years of experience of working for a Member, new entrants being paid at the bottom of the scale with enhancement for relevant experience and to be automatically increased annually in line with the Grade 1 scale plus: (i) London weighting and any supplements, payable only if working in London, (ii) employers' national insurance contributions, (iii) employers' liability insurance premiums and (iv) the 10 per cent. pension contribution to be paid in respect of each employee; such salaries and contributions to be paid directly from the Fees Office; and this allowance shall only be available where staff are employed and contracts are lodged with the Fees Office, and for no other purpose, and (b) an additional office allowance of (i) a maximum of ú4,000 for equipment and incidentals for those Members without a constituency office or (ii) a maximum of ú12,000 for those Members who pay the full running costs of a constituency office provided all bills pertaining to that office are paid direct by the Fees Office and, in both cases, that receipts are provided for all other expenses incurred.
