European Commission Rechar Programme

That this House is deeply concerned that local authorities in England, Scotland and Wales are unable to take full advantage of the European Commission's RECHAR programme of aid for coalfield areas because of restrictions on spending, which force the cancellation of other projects to make way for RECHAR, and which prevent authorities matching European funds with funds of their own; notes that the RECHAR programme could not have been foreseen at the time that the present ceilings on capital spending were set; and accordingly calls on Her Majesty's Government to make immediate financial arrangements to enable RECHAR to be spent by coalfield local authorities on genuine additional projects as intended by the European Commission.
