Secure Unit For Young Offenders In Wales

That this House believes that the latest tragic death of a 15 year old at Swansea Prison underlines the desperate need, repeatedly stated, for a secure unit for 'unruly' young offenders in Wales; believes that such a unit, in which social service departments would be able to provide a supportive role, would avoid some of the demoralisation experienced by a youngster who is put into a prison with older criminals and reduce the likelihood of further criminalisation from association with them; emphasises that only the Government has the financial resources to provide such a unit; and calls upon ministers to announce approval of one, and the appropriate provision of funds, as a matter of urgency.
