Mersey Oil Spillage

That this House notes with concern reports that up to 15,000 gallons of crude oil, a slick one kilometre long, has been discharged into the River Mersey by a tanker owned by Kuwait Oil, commissioned by Shell; notes that this is at the same location where a similar incident occurred in 1989 and that Shell was subsequently fined ú1 million; recognises that this is an environmental and ecological disaster; believes that for this to happen once could be regarded as misfortune, but for it to happen twice looks like criminal negligence; and demands an inquiry, prosecution and heavy penalties.
