Safety At Pedestrian Crossings

That this House notes with horror that 109 persons were killed and 4,978 injured while using pedestrian crossings during 1989; is aggrieved that motorists who fail to give pedestrians precedence at such crossings do not appear to be being properly penalised, often receiving only a fixed penalty notice if punished at all; considers that Ministers of Transport, the police and the courts have all failed to take proper measures to protect the rights of pedestrians at crossings; and calls for a high-profile public education campaign, backed by monitoring of crossings by the police and exemplary penalties in the courts, to ensure that motorists know that pedestrians have precedence at crossings.
