Ghost Giro Landlords

That this House congratulates the Glasgow Evening Times in its exposure of ghost Giro landlords; thanks journalists Ally McLaws and Mike Hildrey and photographer Brian Logue for the public service they have done in turning the spotlight on the evil men who trade in the misery of the homeless and make a fortune out of the Department of Social Security through providing seedy ill-lit, none too clean hotel accommodation for families without a roof over their heads, in some cases inventing guests in their greed for public funds; calls upon the Government to give urgent consideration to the Evening Times' call for a system of licensing private landlords so that latter-day Rachmans are unable to flit from hotel to hotel, hiding behind managers even when they have been exposed and convicted of fraud, harassment, keeping dirty and dangerous hotels and otherwise spreading despair and misery in those who are at their mercy; and believes that such a licensing system should be the subject of early government legislation.
