Psychiatric Care In Gwynedd

That this House expresses grave concern at the proposal by Gwynedd Health Authority, as part of its cost cutting programme, to move psychiatric services from Ysbyty, Gwynedd, the district General Hospital, to Ysbyty, Bryn-y-Neuadd, a long-stay Mental Handicap Hospital; sees this as a return to a concept of an asylum which appears to be contrary to the principles of the All Wales strategy for mental illness; fears that such action will worsen the stigmatisation of psychiatric patients; believes it will further confuse mental illness with mental handicap; and calls on the Welsh Office to review the strategic plans of Gwynedd Health Authority to ensure that they are compatible with Welsh Office policy in such matters.
