Threat To The Nhs Review Bodies

EDM number 1057 in 1989-90, proposed by Charles Kennedy on 24/05/1990.

That this House condemns the remarks of the NHS Personnel Director Mr Eric Caines that the review bodies for NHS staff were under threat as a result of HMG changes to the health service; notes his opposition to the creation of a two tier system if some hospitals opted out and negotiated locally; reminds Mr Caines and the Department of Health that this argument has been repeatedly used as a reason for rejecting the concept of self governing trusts and can not justify the abolition of the review bodies; further notes the vital role that the bodies have played in ensuring that nurses and others are treated fairly in principle, if not always in practice; and believes that Mr Caines' remarks signal another attempt by HMG to suppress the wages of a dedicated, but already poorly paid and exploited, work force.
