Escalating Tension In Estonia And Latvia

EDM number 1055 in 1989-90, proposed by Dafydd Wigley on 24/05/1990.

That this House notes the growing tension in both Latvia and Estonia, following the recent decision to re-convene the Baltic Council; notes the vocal anti-independence protests by ethnic Russians outside the Parliamentary buildings at Riga and Tallinn; further notes that the vast majority of protesters at Tallinn came from the Russian-dominated DVIGATEL high-tech defence ministry firm, who were granted a day off work and were actively encouraged by their employers to attend the demonstration; believes that such action by employers in the Baltic states only serves to escalate the tension, and cause confrontation; and calls on the Soviet Union to condemn and attempts to cause direct confrontation in the Baltic states, and to stop its indirect provocation of the Baltic peoples through its regular leaflet drops from Army helicopters.
