Charitable Fund-Raising And The N.h.s. In Wales

That this House calls on the Secretary of State for Wales to commission immediate, searching and independent research into the place of charitable giving which is connected with the National Health Service; welcomes the energy and compassion of those who raise funds and those who contribute, but is alarmed at the evidence that the chronic underfunding in the National Health Service may be leading to over-dependence on fund-raising for basic elements in the National Health Service and not just for extras or as a stimulus to new developments; notes that the responses to parliamentary questions have established that Ministers do not know the scope and extent of dependence on charity in Wales; and considers that it is the responsibility of the Welsh Office to ensure that full and clear information, together with clear guidelines, are available to decision-makers so that they avoid distortion of health service priorities and so that those involved in charitable giving can be assured that their contributions are properly appreciated and protected.
