Csce Human Rights Conference, Moscow 1991

That this House, anticipating that the forthcoming CSCE Conference on Human Rights in Copenhagen in June will discuss the conditions for a further such conference to be held in Moscow in September 1991, calls upon Her Majesty's Government to ensure that such a conference, provided that Soviet performance on human rights justifies its confirmation, is as open and as accessible as all recent CSCE conferences have been, with adequate facilities for groups and individuals to lobby delegates, to set up information centres and to hold press conferences, and that this condition applies to Soviet citizens without restrictions and fear of reprisal in addition to those established international non-governmental organisations whose observers have been allowed access to previous such conferences.
