Need For De-Centralised Democracy In The United Kingdom

That this House, considering the highly successful experience of regional and national autonomies in West Germany, the United States and Spain, amongst the many countries with devolved powers from the centre, sees the opposition to devolution in the United Kingdom as lacking any sense and national purpose; believes that, in the light of such examples of de-centralisation, the unity of the state has been enhanced and the operation of the economy and of the cultural and social activities have become more creative and successful; concludes that the only justification for opposing devolution for Scotland and Wales and for resisting regional assemblies in Britain are the political interests of the Conservative Party which would collapse without the centralised, bureaucratic and authoritarian system it has been building since 1979; and re-affirms its commitment to a de-centralised democracy as the only political system capable of solving the appalling economic, social and racial problems created or worsened by the present secretive and dictatorial regime in office since 1979.
